Before becoming a deputy……
I was and still am a qualified chartered surveyor, a Member of the Royal Institute of Chartered Surveyors and a counsellor to young surveyors entering into the profession.
I worked at Savills Commercial for 4 years where I delivered, advised and negotiated on commercial property contract leases for multi-million pound deals, on time and within my clients’ expectations.
In 2007 I became a Senior Surveyor at GVA Billfinger where I acted for many major multinational companies as their lead retail property contract negotiator, specialising in lease negotiation and Asset Management. I have experience of managing property portfolios of large and small companies both in the private and public sectors for the last 10 years.
Born in Guernsey, I was educated at Blanchelande Girls School and then went to Millfield. Graduated from Bristol University West of England with honours in Business and Property.
I now live in St Martin with my husband Joe, who is owner and director of a firm providing qualified financial advice and our little 10 year old girl, Ruby and our twins of 5 years, Cara and Eliza who are at St Martin’s Primary School. We enjoy every part of our Island life and really get involved.
My time as a deputy
I took over as President of the DPA in 2020 and heritage a system that was bogged down with red tape. It took time to streamline the policies by bringing private sector methods to a once bureaucracy-heavy committee. My Achievements this terms have been.
Zero Rated GP11 – By zero rating GP11(effectively getting rid of it) which was holding back numerous building projects. We have encouraged public private partnerships to build housing and have affordable 72 housing in the pipeline now.
Harbour Action Area – Local Planning Brief provides a clear and forward-thinking framework to guide and coordinated development while protecting the character of the waterfront. Liaising closely with the Guernsey Development Agency (GDA)
Extended Planning Exemptions Streamlined minor development rules to reduce red tape and improve efficiency.
Section 46 to force the hand of derelict building to be cleared. Several letters have been sent along with a notice, and work has started on 3 derelict buildings.
The streamlined amendment process makes updating the Island Development Plan faster and more efficient. It will help next term by allowing greater flexibility to respond to changing community and environmental needs by removing red tape.
Temporary exemption for planning permission for certain changes of use of visitor accommodation in to dwelling/dwellings.
Revised guidance on ancillary living units replaces the old dower unit policy, supporting a more flexible approach. It promotes multi-generational living and allows units even outside the Centres.
Digitisation project is nearing completion and will provide a new, browser-based digital platform for Planning and Building Control applications. This project has previously enabled the DPA to return £142,000 of recurring savings from its budget.During my time in the States I was a member of Home Affairs where I helped continuously to save money and improve the services. I saved money by highlighting the cost savings of moving the committee to a new property. My passion was the Justice Review it took time but we now have a solid basis and need to move forward.
Last term I was a member of Home Affairs Committee and Vice President of Development and Planning Authority.
I was also a member of the Seafront Enhancement Area and was tasked with optimising the use of the States Land and Property Portfolio due to my surveying qualifications
